PI 34.048(1)(1)Authorization. A license under this section authorizes an individual to provide special education services to pupils from birth to grade 3.
PI 34.048(2)(2)Eligibility. The state superintendent may issue an early childhood special education license under this section if the applicant meets all of the following requirements:
PI 34.048(2)(a)(a) The applicant completed an approved program in early childhood special education.
PI 34.048(2)(b)(b) The applicant successfully met the assessment requirements in s. PI 34.021 (1) (c) and (d).

PI 34.049PI 34.049Kindergarten through grade 12 cross-categorical special education.
PI 34.049(1)(1)Authorization. A license issued under this section authorizes an individual to teach in a program that provides services to pupils in kindergarten through grade 12 with intellectual, emotional-behavioral, specific learning, or other disabilities.
PI 34.049(2)(2)Eligibility. The state superintendent may issue a kindergarten through grade 12 special education license under this section to an applicant who meets all of the following requirements:
PI 34.049(2)(a)(a) The applicant completed an approved program in kindergarten through grade 12 special education.
PI 34.049(2)(b)(b) The applicant successfully met the assessment requirements in s. PI 34.021 (1) (c) and (d).

PI 34.050PI 34.050Deaf or hard of hearing.
PI 34.050(1)(1)Authorization. A license issued under this section authorizes an individual to teach pupils who are deaf or hard of hearing in any grade.
PI 34.050(2)(2)Eligibility. The state superintendent may issue a deaf or hard of hearing license under this section to an applicant who completed an approved program, met the assessment requirements in s. PI 34.021 (1) (c) and (d), and meets all of the following requirements:
PI 34.050(2)(a)(a) The applicant demonstrates knowledge and understanding of all of the following:
PI 34.050(2)(a)1.1. Pupils who are deaf and hard of hearing.
PI 34.050(2)(a)2.2. Curriculum and methods for teaching pupils who are deaf or hard of hearing at the appropriate level.
PI 34.050(2)(a)3.3. Language acquisition and development for pupils who are deaf or hard of hearing.
PI 34.050(2)(a)4.4. Speech for pupils who are deaf or hard of hearing.
PI 34.050(2)(a)5.5. Speech reading and auditory training for pupils who are deaf or hard of hearing.
PI 34.050(2)(a)6.6. Manual communication.
PI 34.050(2)(b)(b) The applicant completed student teaching with pupils who are deaf or hard of hearing.

PI 34.051PI 34.051Blind and visual impairment.
PI 34.051(1)(1)Authorization. A license issued under this section authorizes an individual to teach pupils who are blind and visually impaired in any grade.
PI 34.051(2)(2)Eligibility. The state superintendent may issue a blind and visual impairment license under this section to an applicant who completes an approved program which included all of the following:
PI 34.051(2)(a)(a) Philosophical, historical, and legal foundations of special education and the area of blind and visual impairment.
PI 34.051(2)(b)(b) Characteristics of pupils who are blind and visually impaired, including the structure and functions of the eye.
PI 34.051(2)(c)(c) Assessment, diagnosis, and evaluation of pupils who are blind and visually impaired.
PI 34.051(2)(d)(d) Instructional content for pupils who are blind and visually impaired.
PI 34.051(2)(e)(e) Instructional strategies to plan effective learning environments for pupils who are blind and visually impaired.
PI 34.051(2)(f)(f) Student teaching of pupils who are blind and visually impaired.
PI 34.051(2)(g)(g) Successful completion of the national literary Braille competency test.
PI 34.051(2)(h)(h) Coursework in methods of teaching Braille.
PI 34.051(2)(i)(i) Experience in teaching Braille to pupils which is based on documentary evidence approved by the state superintendent. The experience may include a practicum or student teaching.
PI 34.051(2)(j)(j) The applicant successfully met the assessments requirements under s. PI 34.021 (1) (c) and (d).

PI 34.052PI 34.052Additional license areas.
PI 34.052(1)(1)Applicability. An individual holding a tier II, III, or IV license may add additional license areas to the license by meeting the requirements of this section. The grade levels of the licenses added under sub. (4) or (5) shall be the same as the individual’s existing teacher license.
PI 34.052(2)(2)Early childhood. An individual holding an elementary and middle school license under s. PI 34.045, a special education license under s. PI 34.049, or an equivalent license may add the early childhood education license area under s. PI 34.044 by meeting all of the following requirements:
PI 34.052(2)(a)(a) Have at least 4 semesters of classroom teaching experience in prekindergarten through grade 3. The teaching experience may include teaching in a Head Start program.
PI 34.052(2)(b)(b) Have a passing score on a content knowledge test approved by the state superintendent.
PI 34.052(2)(c)(c) Have a passing score on the test required under s. 118.19 (14), Stats.
PI 34.052(3)(3)Mathematics or English language arts. An individual holding an elementary and middle school license under s. PI 34.045, a special education license under s. PI 34.049, or an equivalent license may add the middle and high school license area under s. PI 34.046 in math or English language arts by meeting all of the following requirements:
PI 34.052(3)(a)(a) Having at least 4 semesters of relevant experience teaching mathematics or English language arts in a regular education classroom in grades 7 or 8.
PI 34.052(3)(b)(b) Passing the applicable content knowledge test approved by the state superintendent.
PI 34.052(4)(4)Additional middle and high school subject areas. An individual holding a middle and high school license under s. PI 34.046, a special education license under s. PI 34.049, a kindergarten through grade 12 license under ss. PI 34.047 to (L) or (n) to (p), or an equivalent license, may add one or more of the following additional middle and high school subject areas by passing the applicable content knowledge test approved by the state superintendent:
PI 34.052(4)(a)(a) Biology.
PI 34.052(4)(b)(b) Chemistry.
PI 34.052(4)(c)(c) Computer science.
PI 34.052(4)(d)(d) Earth and space science.
PI 34.052(4)(e)(e) Economics.
PI 34.052(4)(f)(f) English.
PI 34.052(4)(g)(g) Environmental studies.
PI 34.052(4)(h)(h) History.
PI 34.052(4)(i)(i) Journalism.
PI 34.052(4)(j)(j) Life and environmental science.

PI 34.052(5)(5)Additional kindergarten through grade 12 subject areas. An individual holding a kindergarten through grade 12 license under s. PI 34.047 (3) (a) to (L) or (n) to (p), or an equivalent license, may add additional kindergarten through grade 12 subject areas under ss. PI 34.047 (3) (a) to (L) or (n) to (p) by passing the applicable content knowledge test approved by the state superintendent.
PI 34.052(6)(6)English as a Second Language and World Languages. An individual holding an elementary and middle school license under s. PI 34.045, a special education license under s. PI 34.049, or an equivalent license may add a license in English as a second language or a world language by passing the applicable content knowledge test approved by the state superintendent.
PI 34.052(7)(7)Effective date. The effective date for licenses added under this section shall be July 1 of the year in which the test was passed if the test was passed by August 31 of that year or the following July 1.

PI 34.055(1)(1)Authorization. A license issued under this section authorizes the license holder to teach one of the following languages in an American Indian language program:
PI 34.055(1)(a)(a) Ojibwe.
PI 34.055(1)(b)(b) Hocak.
PI 34.055(1)(c)(c) Menominee.
PI 34.055(1)(d)(d) Oneida.
PI 34.055(1)(e)(e) Potawatomi.
PI 34.055(1)(f)(f) Mohican.
PI 34.055(2)(2)Eligibility. The state superintendent may issue a license under this section to an applicant who meets all of the following requirements:
PI 34.055(2)(am)(am) The applicant holds or is eligible to hold a teaching license.
PI 34.055(2)(bm)(bm) The applicant is recommended for a license under this section by the employing school district administrator or the employing administrator of an alternative school.
PI 34.055(2)(cm)(cm) The applicant is certified to be competent in the associated American Indian language. The certification under this paragraph shall be made by one of the following entities, as determined by the associated tribal government:

PI 34.056(1)(1)Authorization. A license issued under this section authorizes the license holder to teach Wisconsin American Indian history, culture, and tribal sovereignty of one of the following tribes in an American Indian education program.
PI 34.056(1)(a)(a) Bad River Band of the Lake Superior Chippewa Indians.
PI 34.056(1)(b)(b) Lac Courte Oreilles Band of the Lake Superior Chippewa Indians.
